[Findit] Flake Analyzer - swarming task results appear to be cached

Issue description

This is either happening on the findit side or the swarming side.

Behavior is getting the exact same pass rate for multiple runs of the same build, which is highly unlikely in the case of flaky builds.

[Findit] FA - Reset swarming task on every run of dtpr pipeline.

Having problems with caching results. This will determine if the
caching is happening on the Findit side or the Swarming side.

[Findit] Flake Analyzer - Delete swarming task when new one is needed.

Results of flake swarming task appear to be cached. This is because
triggerbaseswarmingtask thinks running a new task isn't necessary.
