Repro steps:
(1) enable chromevox
(2) open launcher
(3) type 'p'

I think the root cause is because we send the a11y event before pagination animation ends. I made a video for this.
For this video, I disabled the default selection focus for the first search result and slowed down the animation.

A promising way is to send a11y event until animation is done.
