When you translate long phrase, all phrase do not fit into the window

Issue description[Language] [Version number] Version 60.0.3112.90 (Official Build) (64-bit) [OS details] Win7 [Where is the poor translation?] [attach any screenshots below] When you try translate the long phrase into some language, by clicking on translation, there is some variants, by mouse over appears translation, but it is impossible to view (attach.): horizontal slider is shown, but the all phrase user can not see.

Tested the issue on Windows 10, Ubuntu 14.04 and Mac 10.12.6 with chrome Stable #61.0.3163.79, Dev #62.0.3202.9, Canary #63.0.3212.0 Observations: 1. When Chrome window is in maximized, on clicking the translation didn't observe any horizontal scroll bar at the bottom. 2. When Chrome window is in minimized, on clicking on the translation observed a horizontal scroll bar at the bottom. Attaching a screen-cast for reference.

chertiaka@, Could you please check this issue on chrome latest versions stable #61.0.3163.100 & Canary#63.0.3239.0 as per C#2 & let us know your observations on the same. It would be great if you provide us screen cast of the issue if still issue persists. Thanks..!
