Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.79 Safari/537.36 Steps to reproduce the problem: 1. try to close chrome using touch 2. smooth touch scrolling also not working 3. What is the expected behavior? What went wrong? latest update makes me unable to use resize, minimize, and close button using touch. already restarted and reinstalled. touch scroll also not working Did this work before? Yes not sure Chrome version: 61.0.3163.79 Channel: stable OS Version: 10.0 Flash Version:

I was able to reproduce the issue on latest Chrome stable i.e., 61.0.3163.79 and Canary(63.0.3207.0) on first gen surface book. Note : Currently the tablet is getting some updates if needed(Since this should be similar to issue#762386 ) I will bisect.

Fixed with commit e976a3897d7a8abbbacce4c2622cc5ecf5a7b067 - patch is only on trunk - hoping to merge it back into M61 soon. This is tracked in issue 762386 .

RE #15: It will take some time before this merges back to a production branch, and then moves into distribution. Keep an eye on issue 762386 (by starring that issue) and you'll get updates as this moves forward. Sorry for the delay. RE #17: Thanks. This is fixed, but hasn't landed on M61 yet. Rechecked this issue on Windows 10 touch device using chrome version 63.0.3212.0 and fix is working as intended. Able to scroll the pages using touch smoothly. Adding TE-verified labels for M63
