Add to homescreen doesn't work on Pixel C with Oreo 8.0 (stable)

Issue descriptionSteps to reproduce the problem: 1. Go to any page using Chrome* 2. Once there, go to menu > add to home screen * I tried talkrrr.rejh.nl, feedlr.rejh.nl, google.com, mobile.twitter.com (I'm pretty sure that last one is PWA) What is the expected behavior? A shortcut should be installed on the home screen What went wrong? No shortcut appears. Note(s): I did enable "Enhanced Add To Homescreen" when I was running the Oreo beta. The feature broke. Not sure if it was related to Oreo, the Enhanced Add To Homescreen flag or something else. I did try to disable it, that didn't resolve the issue. I also tried clearing the app's data. Didn't work, either. I use Nova Launcher but tried the Pixel Launcher. Nothing. I wasn't sure if it was related to the Oreo beta but since I didn't see any other solution than to wipe my device anyway, I rolled back to 7.1.2. It worked perfectly since then (with and without Enhanced Add To Homescreen). Now I got the update to the stable Oreo 8.0 update (with Enhanced Add To Homescreen enabled) and it doesn't work anymore. Tried turning it off, nothing. Tried Pixel Launcher, nothing. Did this work before? Yes Android 7.1.2 Chrome version: 60.0.3112.116 Channel: stable OS Version: 8.0 Flash Version:

This issue is not specific to Chrome. I affects any app that deals with adding shortcuts. It is a known issue and being tracked internally.
