Clicking Enter VR button on partner site bear71vr.nfb.ca launches Chrome VR instead of WebVR

Issue description

Chrome Version: 62.0.3202.8
OS: Android N
VRCore: 1.8.163477258

What steps will reproduce the problem?
(1) go to bear71vr.nfb.ca
(2) click Enter VR button
(3) place device in headset and follow DON flow

What is the expected result? WebVR presentation is launched.

What happens instead? Chrome VR is started.

The issue here is that Bear71 isn't producing any webVR frames for the first at least 5 seconds, but probably closer to 10 or 15, so we kick them out of webVR for behaving poorly.

Assigning to Megan for outreach. They should at the very least put up a splash screen when entering VR so users aren't left seeing nothing but black while they do a ton of loading.

This no longer repros as of Chrome 64.0.3274.0. It also doesn't repro in the current M62 stable version.
