promote betty-arc64-paladin to important

The builder has been stable for a while now, except expected occasional failures because of bad CLs in the CQ and interruptions because the CQ aborted the run early since it's not important.

chromeos_config: sort paladins alphabetically

_paladin_important_boards should be sorted alphabetically, fix minor
inversion.
