[Findit] Flake Analyzer - Test appears disabled in between build numbers

Project Member Reported by lijeffrey@chromium.org, Sep 6 2017

Issue description

https://findit-for-me.appspot.com/waterfall/flake/flake-culprit?key=ag9zfmZpbmRpdC1mb3ItbWVyQwsSDEZsYWtlQ3VscHJpdCIxY2hyb21pdW0vMWNiZmNlMDdmMjRkOTMzMjllYjlkNzg0MGViYjM3MWM2MGFkZWFmNQw

It seems unlikely this test was disabled then re-enabled within the same build cycle, yet flake analyzer thinks the data points are of non-existent tests between 2 adjacent build cycles

Seems obsolete, we have much more robust nonexistent test detection now
