What steps will reproduce the problem?
(1) Install the Hangout Chrome extension/app, start it in tablet mode. The Hangout app starts maximized (which is expected in tablet mode).
(2) Log out 
(3) Log back in laptop mode

What is the expected result?
The Hangout app should starts in normal bounds

What happens instead?
The Hangout app starts in maximized bounds
