Reporting API: Have ReportingServiceProxy implement specific report types

Issue description

It's better security-wise if the Mojo interface that ReportingServiceProxy exports doesn't have a general JSON type in it (Chromium's base::Value or Blink's JSONString), so add methods for the specific report types that will be queued from Blink instead.
