Verified that:
* we have createImageBitmap resize test coverage for all ImageBitmap sources.
* no sub-test is commented inside the layout tests.
* no test is excluded in third_party/WebKit/LayoutTests/TestExpectations.

junov@: should we move forward with shipping resize?

After fixing unpremul resize code path in https://chromium-review.googlesource.com/c/chromium/src/+/759116 and refactoring the layout tests in https://chromium-review.googlesource.com/c/chromium/src/+/809808, we are in a good shape to ship the resize feature. Still, after discussion with junov@ and fserb@, we decided to wait a couple of months to see if we can fix  crbug.com/787034  and ship the resize without slow unpremul code path.
The main bottleneck is for Skia to fix https://bugs.chromium.org/p/skia/issues/detail?id=5733.

Ship CreateImageBitmap resize options

This change removes the requirement of ExtendedImageBitmapOptions runtime
enabled feature for CreateImageBitmap resize options to work.
