There are settings that we sync during the Android boot time between Chrome and Android. Some settings are not safe to apply at this moment because this may cause GMS Core service restart for example and as a result Checkin task failure. Also from performance point of view, set of settings is good to apply at early stage to prevent re-configuration operations.
