I'm unable to repro on a recent build.
I can reproduce with 61.0.3163.79
I can no longer reproduce with 62.0.3202.9

Given that it is a regression behind flag shall we close it? It seems like this can not ship to production.

Awesome, then it has been Fixed with recent changes. No need to merge stuff into Stable since it is behind a flag.
