Keyboard is not displayed on opening a new search from chrome quick actions.

Issue description

App Version: 63.0.3205.0 canary
iOS Version: 10.3.3
Device : iPads only

Precondition :
1- Enable chrome quick actions in notification bar 

Steps to reproduce:
Scenario 1 : 
1. Launch chrome
2. Go to google.com.
3. Scroll the notification bar downwards.
4. Tap on New search in chrome quick actions.

Scenario 2 :
1. Launch chrome.
2. Scroll the notification bar downwards.
3. Tap on New search in chrome quick actions.
4. Scroll the notification bar downwards.
5. Tap on Incognito search 

Observed results:
Keyboard is not popped up.

Expected results:
Keyboard should be displayed.

Number of times you were able to reproduce: 5/5
Bug reproducible after clean install: Yes
Bug reproducible after clearing cache and cookies: Yes
Bug reproducible on Chrome Mobile on Android: NA
Bug reproducible on Safari/Firefox: NA
Bug reproducible on current stable build (App Version, iOS Version): NA, New UI Implementation from 62
Bug reproducible on the current beta channel build (App Version, iOS Version):  Yes in M62

I tried this on simulator and ipad mini 2 on 10.3.3 with latest canary and with latest sources but I did not at any point repro this issue.
