cannot copy text using chrome on a windows 10 pc

Chrome Version : <Copy from: 'about:version'>

Add OK or FAIL after other browsers where you have tested this issue:
Safari: PASS/FAIL (Version)
Firefox: PASS/FAIL (Version)
IE: PASS/FAIL (Version)
What steps will reproduce the problem?
(1)right click and copy
(2)right click then control and c
(3)
What is the expected result?
download to username file
What happens instead?
nothing

possible.

"Thanks for filing the issue! Unable to reproduce issue on 60.0.3112.113 using Windows 7,Mac 10.12.6 and Ubuntu 14.04 with below steps 1. Used right click+copy to copy and pasted in omnibox and text document 2. Selected text and used ctrl+c to copy and paste it in omnibox and text document -- PAsted the content successfully. @Reporter: Could you please provide the steps tested and on which chrome version you are seeing this issue. If possible Re-check once in latest build and let us know the observations of the issue which would help us to triage the issue further."
