Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.113 Safari/537.36 Steps to reproduce the problem: 1. Navigate to https://fiscaliwebtf.namirial.com/2014/Desk/TFDC.lf 2. Allow flash content to be executed clicking on the page info popup 3. Reload the page What is the expected behavior? A login panel should appear. What went wrong? Nothing happens because the flash is not loaded. Did this work before? Yes I can't remember Chrome version: 60.0.3112.113 Channel: n/a OS Version: 10.0 Flash Version: 26.0.0.151 This was already reported here: https://bugs.chromium.org/p/chromium/issues/detail?id=705274 Sometimes it works, sometimes it doesn't... With one profile it was working fine on that url, but didn't work on https://fiscaliwebtf.namirial.com/2014/730/TFDC.lf, it's the same domain so it should at least work in the same way for both urls. I cleared cache and cookies, restored initial settings and tried even on a brand new profile, still doesn't work. Same thing on the Canary channel (63.0.3206.0) More than one of our users are still reporting this issue and they can't use our software because of this.

Able to reproduce on 61.0.3163.79 and latest canary 63.0.3209.0 with the mentioned steps in comment#0 on Ubuntu 14.04, Mac 10.12.6 and windows 7 Manual Bisect Info: ================= Good Build:58.0.3018.0 Bad Build: 58.0.3019.0 Unable to provide tool bisect as getting all bad builds even after extending the bisect range. Hence, assigning it manually. We are having this same problem. In ticket no. 13449698 with G Suite Support they told us that Chrome is automatically blocking Flash elements smaller than 300x400, regardless of whether the page is whitelisted or not. Which is pretty awful from an administrative standpoint.
