OS: Mac(10.12.3, 10.12.5), Win(7,8,10).

Steps to reproduce:
1.Launch chrome, open devtools on NTP and perform Audit.
2.Click on Best Practices icon.
3.Under Best Practice expand first option and click on View Details.
4.Observe.

Actual Result: Horizontal scroll bar is not seen.
Expected Result: Horizontal scroll bar should be seen.

This is Regression Issue broken in M-62 and and Using the per-revision bisect providing the bisect results,
Good Build: 62.0.3165.0 (Revision:488877).
Bad Build: 62.0.3166.0 (Revision:489161).

You are probably looking for a change made after 489098 (known good), but no later than 489099 (first known bad).
