Usings headphones jacks, no usb , that have two seperated cables for microphone and headphone there is no problem. In this case we use the camera 's microphne. Ony headphone is connected The problem appears only when use USB headphones and use the michrophone that is integrated with headphone , no the one that camera has. We use a similar model as USB Headphone https://www.microsoft.com/accessories/en-us/headsets

Tested the issue on reported version 60.03.3112.78 , latest stable 61.0.3163.79 and latest dev 63.0.3212.0 using Ubuntu 14.04 with below steps and is not reproducible. 1.Started call using https://appear.in. Connected from Chromebook and accepted from Ubuntu 14.04. 2.Able to hear irrespective of video on/off. Issue might be specific to Debian 9. As we HYD team don't have that environment could someone from MTV team look into this.

getsoubl@gmail.com: It seems difficult to reproduce this issue with the given instructions. Can you provide more details? What application are you using to start calls? More details about both parties in the call: Chrome version, OS Version, device model if applicable.
