Regression : Page gets auto scrolled after pressing space bar key in chrome://settings/appearance.

OS: Windows (7,8,8.1,10),Linux (14.04 LTS,Mac OS X(10.11.6,10.12.3)

What steps will reproduce the problem?
1. Launch chrome, navigate to chrome://settings/appearance and click on 'Show home button'
2. Now click on 'Enter custom web address' text field and press 'Shift + Tab' to reverse focus and bring it on 'New tab page' and press 'Space bar' key,observe
 
Actual: Page gets auto scrolled after pressing space bar key.
Expected: Page should not get auto scrolled after pressing space bar key.

This is regression issue, broken in ‘M 59’ and will soon update other info :
Good build:59.0.3070.0
Bad build: 59.0.3071.0

Using the per-revision bisect providing the bisect results,
Good build: 59.0.3070.0 (Revision: 464227).
Bad build: 59.0.3071.0 (Revision: 464641).

You are probably looking for a change made after 464291 (known good), but no lat
er than 464292 (first known bad).

The script might not always return single CL as suspect as some perf builds might get missing due to failure.
