Regression : Uber Tray gets vanished when Tab Focus is on it in 'Create Supervised User' overlay |

Issue descriptionChrome Version: 61.0.3163.80/9765.53.0 Beta-Channel Daisy,Kip & Minnie OS: Chrome What steps will reproduce the problem? (1)In sign-out screen click on three dot Menu to 'Add supervised User' (2)Click on 'Create Supervised User' -> Now enter password in'Choose the manager for this supervised user' Overlay -> Navigates to 'Create Supervised User' overlay (3)Now press 'Tab' Button until focus is on 'Shut down' button -> Now press 'Tab' and observe Focus is on 'Uber Tray' and then immediately Uber Tray gets vanished (Please refer Video and screenshot) Note: After that 'Tab' is not working Expected: Uber Tray should not get vanished when tab Focus is on it Actual: Instead Uber Tray gets vanished This is Regression Issue as same is working fine in M-59 @tbuckley: Please confirm the Issue
