Cfm client side issue: unable to configure static ip

Issue description

ChromeOS version: 59.0.3071.134
Cfm device model: ASUS Chromebox CN62
Case#: 13367725

Description:
unable to configure static ip

Steps to reproduce:
start the CFM in ChromeOS mode 
go to settings >Wi-Fi
click on a connectect network
disable "Configure IP address automatically"

Current Behavior / Reproduction:

Expected Behavior: 
on previous release: 56.0.2924.121
the customer was able to keep the static ip configuration

Also, on a ChromeBook
ChromeBook  59.0.3071.91  NO permit ip static conf on the device
ChromeBook  60.0.3112.112 it permit ip static conf on the device

It's only on M59, M60 is working correctly.

Configuring static IP locally on Cfm devices has never been officially supported. They can use DHCP to assign static IP if needed.
