FR: Register HTML5 Audio / Video as MediaSession in ARC++

On Clank, HTML5 audio/video playback creates an Android MediaSession, creating a notification with playback controls and allowing the registered assistant application to control playback.

We should consider doing the same thing on Chrome OS, registering a MediaSession in the ARC++ container.
