Support committed error pages with throttle-provided net errors in NavigationRequest::OnFailureChecksComplete

This will allow navigation tests with embedded test servers to see the correct error code.

Note: NavigationRequest::OnFailureChecksComplete() should still return without committing for ERR_ABORTED. IT should commit all other net error.s
