Issue description

What steps will reproduce the problem?

(1) Visit https://chromium-review.googlesource.com/#/c/chromiumos/platform/ec/+/508629/ when logged in with a chromium.org account, note the helpful "Landed in" info displayed.

(2) Go incognito, visit the same URL, find that "Landed in" is missing.

(3) Log in with a non-chromium.org account, again find that "Landed in" is missing.

It would be helpful to display "Landed in" to all users, internal or external, whether logged in or not.

The information that that plugin accesses is on https://crosland.corp.google.com, which therefore requires that you be able to access corp resources. Please work with the owners of that site if you want that information to be accessible to non-Googlers.
Agreed: can this bug be transferred to some place in crosland so they make public any information which is already accessible anyway in another (and much more indirect) way?

From a Gerrit perspective, could you make more obvious in the interface which information is public versus not? This has caused a lot of confusion where Googlers repeatedly didn't understand what basic version control information non-Googlers kept requesting and why.
I opened b/65407897 on our internal tracker (sorry, external users won't have access) as a feature request for the team that maintains crosland. Apparently there is ongoing work on externalizing the "Landed in" data. I'll keep this public crbug updated once more info is available.
