Devtools - Audits prompts user to file a bug for an auto-closed issue

Chrome Version: 63.0.3206.0
OS: all

What steps will reproduce the problem?
(1) Navigate to a page that will fail with a NET:: error
(2) Open DevTools audits and start one
(3) Wait

What is the expected result? User is told to retry and make sure their page is valid

What happens instead? They're prompted to file a bug

DevTools: limit audits to http, prevent bug report for known issues

* Limits audit ability to sites on http or chrome-extension protocols.
* Displays a "Try Again" message in lieu of bug report link for a set
  of known issues.
* Fixes a bug where URLs were not constructed with encodeURIComponent.
