DisconnectTetheringRequest not sent if connection failed

Project Member Reported by lesliewatkins@chromium.org, Sep 5 2017

Issue description

OS: Chrome

What steps will reproduce the problem?
(1) Start connection to Tether network.
(2) Connection should fail after phone creates a Wi-Fi hotspot. (This is really tricky to consistently reproduce.)

What is the expected result?
Wi-Fi hotspot is disabled on phone.

What happens instead?
No DisconnectTetheringRequest is sent, and the Wi-Fi hotspot remains active.
