[Full Screen] Menu Bar issue in Dark Dock Mode

Issue description

Chrome Version: Chromium Snapshot Build 499688
OS: macOS 10.12.6

What steps will reproduce the problem?
(1) Enable Dark Dock/Menu Mode 
(2) Open a Chromium new window
(3) Uncheck "Always show Toolbar in Full Screen"
(4) Go into Full Screen Mode
(5) Move the mousecursor to the top of the screen, so that the Menu Bar appears
(6) Now move the mousecursor to the area where the Bookmark Bar is

What is the expected result?
Menu Bar disappears.

What happens instead?
It should not disappear as implemented in https://chromium-review.googlesource.com/641999.

It works fine in Bright Dock/Menu Mode.
