Resizing window exposes white background and should be smoother

Issue description

Chrome Version: 62.0.3201.0 9901.0.0 Kevin

What steps will reproduce the problem?
(1) Open Files app
(2) Drag corner to make window smaller and then bigger again

What is the expected result?
Resizing feels smooth both when making window smaller and making it bigger. 

What happens instead?
A white background is exposed, filling out the new part of the window before the content catches up. This is extra apparent if you look at the toolbar.
