DevTools: (feature) Add editing and annotation to screenshots

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_5) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.113 Safari/537.36

Steps to reproduce the problem:
Provide a mechanism to edit and annotate the screenshots

Hmmm..

Hard to do this while keeping the scope small.
First there is the annotation app itself. That could be pretty small, but no font-family,size,text-shadow controls.. Just a default you cant change.
And then there's the integration. New menu item with "Take screenshot with annotation" ?  And there are 2 other screenshot types (full page and node)... add annotation to them too?

Basically too much going on for us to do this in devtools. Makes more sense for other tools to own it.
