mute button doesn't work on pinned tabs

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.0 Safari/537.36 Steps to reproduce the problem: 1. Pin Tab (e.g. Spotify) 2. Play music 3. Click on the speaker button 4. Tab opens (but does not mute) 5. Click on the speaker button once more 6. Tab mutes What is the expected behavior? Tab should mute by clicking once on the speaker button What went wrong? As described above, the tab does not mute by clicking on the speaker. Only works by clicking twice (after tab is "active/open") On unpinned tabs this feature is working fine by clicking once on the speaker button. When the pinned tab is the only tab that is open (it is automatically active then) it is also working by clicking once. Ok that is logical ------------------------------------ I activated this feature via chrome://flags/ -----> Tab audio muting UI control Thank you for your support Did this work before? Able to reproduce this issue on Windows 10, Ubuntu 14.04 and Mac 10.12.6 with chrome stable #61.0.3163.79, Canary #63.0.3207.0 and also in earlier version M50_#50.0.2661.0. This is a non-regression issue hence marking it as untriaged. Observations: 1. When pinned tab is not active, we have to double click on the speaker icon to mute the tab. 2. When pinned tab is active with single click on the speaker icon we can mute the tab. 3. On unpinned tabs this feature is working fine, with single click on the speaker icon we can mute the tab.
