Get Help app: Update Feedback button text

On the main page of the Get Help app, the icon in the upper right hand corner should display "Feedback" on the hover over state rather than "Settings".

For accessibility, this icon should also read as "Feedback" rather than Settings.

As a sidenote, the button previously opens a popup menu with an feedback menu entry.
It would be better to change it to directly open the feedback dialog.
