Make targetSdkVersion population more consistent

Currently, our targetSdkVersion specification is inconsistent. Sometimes, it's statically set in the manifest; other times, it's given a default value and populated via a jinja template. We should clean this up to consistently use android_sdk_version or some related gn variable.
