Issue descriptionApp Version: 63.0.3205.0 Canary iOS Version: 9.3.5, 10.3.3, 11.0 Beta 9 Device: iPhone and iPad Steps to reproduce: 1. Fresh install chrome and launch chrome 2. Don’t sign in to chrome 3. Go to bookmark page Observed results: A blank gray empty space is displayed. Expected results: A gray empty space shouldn’t be displayed. Hi mardini@ This bug is for the old bookmark ui. The old promo view was removed last month and the new promo view looks like this now: https://drive.google.com/file/d/0B1dtd3IUt4I7UTBvY2hJV2hFWkU And Seems it's fine with the grey background. I guess we can "WontFix" this?

To mardini@, if we change the gray background of the old bookmark to white. We will affect to non-empty bookmark page as well. https://drive.google.com/file/d/0B1dtd3IUt4I7Vk5IaUhPSnpkODg As the old bookmark doesn't have separator line between url nodes, it may be confusing when having a white background. What do you think?

re-verified on latest build 62.0.3202.59 and also in 63.0.3239.7 Beta and 64.0.3240.0 Canary Issue is reproducible in M62 build because it supports old 'sign in' UI and this milestone is going in to stable tommorrow. Not able to reproduce in M63 Beta and M64 canary because 'New Sign in promo' is available 100% in these builds.
