What steps will reproduce the problem?
1. Launch chrome, open devtools on NTP and navigate to 'Network' tab.
2. Click inside 'Filter' text box and enter 's' alphabet such that suggestions list appear (default focus highlight is seen on 'scheme' option).
3. Hit Enter key to select first suggestion (i.e  'scheme' )  from the list and observe.

Actual Result : Unable to select the first option from suggestions list through Enter key.

Expected Result : User should be able to select the first option from suggestions list through Enter key.

(Note : Issue is only seen for the first option in suggestions list and the 'Enter' key works fine for all other options in suggestions list.)

This is a regression issue broken in ‘M-57’ and Using the per-revision bisect providing the bisect results,
Good build : 57.0.2944.0 (Revision:436817).
Bad build : 57.0.2946.0 (Revision:437422).

You are probably looking for a change made after 437133 (known good), but no later than 437134 (first known bad).
