[Missing Test] : Consider not reference-counting ResourceResponse

Automated tests for the below commit have been missing.Would it be possible to add test coverage to avoid regressions in future?

Not really, this commit actually fixed a problem of multiple test failures on the bots. It's just that the bots were not the part of default CQ set because of the work-in-progress nature of the feature. The problem was still detected by the build bots on already existing set of tests.
