css got problem when change web size by roller button

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.113 Safari/537.36

Steps to reproduce the problem:
1. open this page http://jsfiddle.net/43v7of16/
2. use roller button of mouse to change the web size
3. the (1) is become biger and biger

What is the expected behavior?

What went wrong?

Chrome version: 60.0.3112.113  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)

Able to reproduce on Ubuntu 14.04 and windows 7 (60.0.3112.113) using the test case provided in the original comment 

This seems to be a Non-Regression issue seen from M-50[50.0.2624.0]. Hence, marking it as Untriaged

Note: Scroll zoom feature is not obsereved in Mac OS
