Chrome crashes after right clicking on a subfolder while choosing download location

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.3; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.113 Safari/537.36

Steps to reproduce the problem:
1. Go to chrome://settings
2. Click Advanced
3. Click on "Location" to choose a new download location
4. Make a new folder (or use a currently existing folder)
5. Right click it

What is the expected behavior?
A prompt allowing the user to rename or delete said folder

What went wrong?
Google Chrome crashes, and after being opened again - it warns the user there was an unexpected shutdown.

Unable to reproduce the issue on Win-7 and Win-10 using chrome reported version #60.0.3112.113, latest stable #61.0.3163.79 and latest canary #63.0.3206.0.

Attached a screen cast for reference.

Following are the steps followed to reproduce the issue.
------------
1. Navigated to chrome://settings
2. Clicked Advanced
3. Clicked on "Location" to choose a new download location
4. Right clicked on the existing folder and new folder.
5. Observed that a context menu with options "rename" or "delete" for new folder appeared as expected.

Reporter@ - Could you please check this issue on latest stable #61.0.3163.79 by creating a new profile without any apps and extensions and please let us know if the issue still persist or not.

Closing the issue as there is no update on this for long.

rafaman1233@: Feel free to file a new issue with the crash id, if this is seen on the latest stable(61.0.3163.100) as well.
