Chrome Home is opened when starting Chrome although there is an open tab

Chrome Version: Canary 63.0.3204

What steps will reproduce the problem?
(1) Open Chrome after some time of not using it

What is the expected result?
I am able to see and use my last opened tab.

What happens instead?
Sometimes Chrome Home is opened half size. 
I have to close it to continue what I was doing.

Is this just a promo that will go away after a few times or is this supposed to happen roughly every day?

Tested the issue using #63.0.3204.0 on Android, 7.1.1 Pixel XL, 8.0.0 Nexus 6P, and was unable to reproduce the issue as per the steps mentioned in comment #0. Observed the last opened page after opening Chrome sometime.

@dullweber: Could you please provide the OS and details of your device for further triaging of the issue.

I have this behavior on a Nexus 6p on Oreo and a Oneplus 3 on Nougat. 

It only happens after Chrome wasn't used for multiple hours. 

I guess it is done intentionally but I wanted to report this as feedback, as I find it quite annoying.
