Non-Regression : Focus Ring for 'Back' button text is exceeding in Sign-in screen

PChrome Version: 62.0.3202.7/9901.3.0 dev-channel Kip,Minnie and Daisy
OS: Chrome

What steps will reproduce the problem?
(1)In Sign-in screen -> Enter any Email-Id -> Now press 'Tab' button until focus reaches to 'Back' button
(2)Now observe Focus ring on 'Back' button(Please refer Screenshot)

Expected: Blue Focus Ring should be around 'Back' button Text i.e. focus should not exceed the text
Actual: Instead Focus Ring for 'Back' button text is exceeding

This is Non-Regression Issue seen as New Sign-in UI is seen from M-61

Components: -Blink>Focus
I don't think this is using web ui.
Removing Blink>Focus component.
