What steps will reproduce the problem?
(1)Sign in to user -> Go to chrome://settings/accounts page
(2)In 'Manage Other users' page -> Enable  'Restrict sign-in to the following users' option so that 'Add person' option is enabled
(3)Now click on 'Add person' -> Enter 3-4 email ids
(4)Now Click on 'Tab' Button until focus reaches on 'Close' Icon -> Click on 'Enter' and now observe Focus is seen missing on close icon of next email Id (Please refer Video)

Note: Again after pressing 'Tab' button Focus is seen on close icon of alternative Email Id

Expected: After clicking on 'Enter' button Focus should be seen on 'Close' icon of next email Id
Actual: Instead Focus is seen missing on close icon of next email Id

This is Regression issue as same is working fine in 60.0.3112.114/9592.91.0 Stable-channel Daisy
