Regression: 'Enable Ok Google to start a voice search' link is seen missing in chrome://settings/search page

What steps will reproduce the problem?
(1)Sign in chrome >> Navigate to chrome://settings/search page and Observe for  'Enable Ok Google to start a voice search' link

Expected:'Enable Ok Google to start a voice search' link should be seen in chrome://settings/search page
Actual: Instead, 'Enable Ok Google to start a voice search' link is seen missing.

This is regression issue as 'Enable Ok Google to start a voice search' link is seen in 61.0.3150.0/9718.0.0 dev channel kip.
