[DevTools] Unnecessary focus get lost from 'Add to palattes' icon.

Chrome Version: 61.0.3163.79 (Official Build)2bd57c7d956c47bc51eff132dd114136ec0a6db7-refs/branch-heads/3163@{#1092} 32/64-bit.
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.3).

What steps will reproduce the problem?
1. Launch chrome, open DevTools and click to open Color Picker window under Style section.
2. Click on second bidirectional arrow to open 'Color Palettes and select 'Custom' option.
3. Press 'Tab' key till grey focus reaches to 'Add to palettes' (+) icon.
4. Now, press 'Space' key from keyboard and observe.

Unnecessary focus get lost from 'Add to palettes' (+) icon.
Focus should stay on 'Add to palettes' (+) icon.

This is a non-regression issue, seen from M-59 series as 'Grey focus highlight' in devtools appears from build # 59.0.3059.0
