Regression : 'Customize and control devtools' list appears chopped from top in devtools.

Issue description

Version: 61.0.3163.79 2bd57c7d956c47bc51eff132dd114136ec0a6db7-refs/branch-heads/3163@{#1092}
OS: Windows (7,8,8.1,10),Linux (14.04 LTS,Mac OS X(10.11.6,10.12.3)

What steps will reproduce the problem?
1. Launch chrome, navigate to NTP and open devtools.
2. Now dock devtools window to bottom and resize browser window to LHS.
3. Now click to open 'Customize and control devtools' and then maximize browser window,observe 
 
Actual: 'Customize and control devtools' list appears chopped from top
Expected: 'Customize and control devtools' list shouldn't appear chopped from top or should dismiss

This is regression issue, broken in ‘M 59’ and will soon update other info :
Good build:59.0.3056.0
Bad build: 59.0.3057.0

Using the per-revision bisect providing the bisect results,
Good build: 59.0.3056.0 (Revision: 460604).
Bad build: 59.0.3057.0 (Revision: 460966).

You are probably looking for a change made after 460910 (known good), but no later than 460911 (first known bad).

The script might not always return single CL as suspect as some perf builds might get missing due to failure.
