Broken UX/UI

Issue description

Symptomatic:

I'm trying to send a message to my boyfriend using Gtalk (web based)(under Gmail). The issue was that he not able to click on minimize, maximize and both of all buttons in the task bar. I strongly believe that depend on incorrect z- index positions at an element. As I will explain later this the situation can be reproduced the only with 98х1744 resolution. I wasn't exploring the boundaries but I'm sure with this screen resolution.

Steps to reproduce:

1. Open Chrome or Firefox  
2. Login to Gmail (machine one)
3. Minimize a browser to 98х1744 resolution.
4. Repeat last steps on another computer (machine two)
5. Send messages from machine one to machine two using Gtalk
6. Machine two using a resolution 98х1744 - the user can't use minimize, maximize and close the window because login, logout, settings have bigger z- 
index and override it. 

Acceptance criteria:

1. Work correctly on modern browsers
2. Work on Chrome, Firefox
3. What I see: Work only in Internet Explorer 11

Tested on: Version 60.0.3112.90 (Official Build) (64-bit)
Tested on: Internet Explorer 11
Tested on: Firefox 55.0.3 (32 bit version)

Tested on reported Chrome version #60.0.3112.90, latest Stable #60.0.3113.113 and latest Canary #63.0.3205.0 on Windows 7, Ubuntu 14.04 & Mac 10.12.6 and unable to reproduce the issue mentioned even after adjusting screen size to Height -  981 and Width - 1744 (resolution displayed in the screenshot http://prntscr.com/gh0l9n) . Please refer the screencast attached.

@blagav -- Could you please try by removing the extensions and creating a new profile to verify if the issue still persists. You can also try by updating your Chrome to latest Stable version.

Could you also please let us know in which OS version is the issue observed.
