"Screenshots of a portion of the viewport" capture area is not match with pointer

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3175.3 Safari/537.36 OPR/49.0.2695.0 (Edition developer)

Steps to reproduce the problem:
1. A Windows Device, with 125% scale, logout after change scale
2. Follow https://developers.google.com/web/updates/2017/08/devtools-release-notes#screenshot-areas
3. darken region not match with the region draw by mouse, have some offset

What is the expected behavior?
Should complete match with the region draw by ouse

What went wrong?
Region isn't match

Tested on latest Canary  #63.0.3205.0 on Windows 10 and able to reproduce the issue.

This is a non-regression issue and able to reproduce from M-62 #62.0.3171.0. Marking it as untriaged so that issue gets addressed.

Attached the screencast for reference.

Note: 
1. Issue is reproduced only on Windows 10. It is not reproduced on Ubuntu 14.014, Mac 10.12.6 and Windows 7.
2. Issue is reproduced even if the scaling is 100%.
