Cursor very janky on Pixel 2015

Issue description

Chrome Version       : 60.0.3112.112
OS Version: 9592.85.0

What steps will reproduce the problem?
1. Open any tab and move cursor.
2. Cursor will pause and then skip forward making it very hard to use.

Andrew, any clues in the feedback report?

I played with it to see if I could get more data. I found that the skipping is actually very consistent. It's confined to several horizontal bands from about 10% of the way down to 30% of the way down and only in the y axis.

So horizontal movements in the top 1/3 are smooth. Vertical movements will pause when your finger enters one of these bands, then skip forward when your finger leaves the band.

Does this suggest a hardware problem rather than Chrome or firmware?

The problem came on suddenly last week, and I never had trouble with the touchpad since getting the laptop over 2 years ago.
