What steps will reproduce the problem?
1. Open any tab and move cursor.
2. Cursor will pause and then skip forward making it very hard to use.

I played with it to see if I could get more data. I found that the skipping is actually very consistent. It's confined to several horizontal bands from about 10% of the way down to 30% of the way down and only in the y axis. So horizontal movements in the top 1/3 are smooth. Vertical movements will pause when your finger enters one of these bands, then skip forward when your finger leaves the band. Does this suggest a hardware problem rather than Chrome or firmware? The problem came on suddenly last week, and I never had trouble with the touchpad since getting the laptop over 2 years ago.
