My Chrome is in Dutch or German and I need it in English

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/52.0.2743.116 Safari/537.36 Edge/15.15063

Steps to reproduce the problem:

What is the expected behavior?
To have my computer in English

What went wrong?
I wish I knew, never had this problem, and I am not computer illiterate.

Did this work before? Yes 

Chrome version: 52.0.2743.116  Channel: n/a
OS Version: 10.0
Flash Version: 8

khollandfernandez@ - Could you please upgrade chrome to latest stable #61.0.3163.79 and then navigate to chrome://settings/languages. Click on language and if the language dutch or german is on top, then in order to change the chrome language to english, click on the 3-dots menu beside the language english and move it to top also please check the checkbox at "Offer to translate pages in this language". Restart chrome by typing chrome://restart.

Please let us know if the issue still persist or not.
