Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.101 YaBrowser/17.9.0.1706 Yowser/2.5 Safari/537.36 Steps to reproduce the problem: 1. Install extension (for example LastPass) 2. Click on extension icon to show popup 3. What is the expected behavior? Popup shows without any artifacts. What went wrong? From time to time popup blinks black while opening. Did this work before? N/A Chrome version: 61.0.3163.71 Channel: beta OS Version: Win 10 Flash Version: Shockwave Flash 26.0 r0

Is it related to issue 739724 , which supposedly should have been fixed in Chrome 61.0.3162.0?

Maybe, I am not sure, but the observed behavior is different - in https://bugs.chromium.org/p/chromium/issues/detail?id=739724 black rectangles appear only in the upper corners, not like here.

Tested the issue on chrome Stable #60.0.3112.113,Beta #61.0.3163.71 & Canary #63.0.3205.0 in Windows 7 & 10.0 and was able to reproduce the issue.Please find the screen shot for reference. This is a Non-Regression issue since seeing this from M50 #50.0.2624.0, Making the status to Untriaged so that the issue would get addressed. Note : Able to reproduce the issue in MAC 10.12 and Linux Ubuntu 14.04. Adding related issue 739724 owners in cc for this issue. Thank you!

In the video it shows the popup showing at one size, and then snapping to a different size. I'm not familiar with the code that shows the popup. Maybe it waits for a size from the page before resizing?

I have also noticed that no black blinking is seen if hardware acceleration is turned off in browser settings.

Also, reverting https://chromium.googlesource.com/chromium/src.git/+/64dd9570929e2427dbd76cc6ccc30892fa849f4b gets rid of the issue.

Running with --disable-d3d11 also removes black blinking.

Per #9, sounds like this might be a regression. Unfortunately, jbauman@ is no longer on Chrome, it seems. sky@, looks like you reviewed revision 64dd9570929e2427dbd76cc6ccc30892fa849f4b; do you know anyone that could take a look?
