Accessibility rectange for address bar is wrong (on high DPI display)

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.113 Safari/537.36

Steps to reproduce the problem:
1. start chrome
2. start Microsoft inspect.exe tools (Windows SDK)
3. show accessible rectangles for address bar

What is the expected behavior?
the rectangle roughly covers the address bar

What went wrong?
It is off by the scale factor

Did this work before? No 

Chrome version: 60.0.3112.113  Channel: stable
OS Version: 10.0

Able to reproduce this issue on Windows-10 using chrome latest stable #61.0.3163.100. Observed the accessible rectangles are not highlighted properly on the address bad as seen on IE. 

Able to reproduce this issue on older version of chrome M50-50.0.2624.0 as well, hence marking it as untriaged.

I can also repro this using NVDA and my laptop monitor set in Windows settings to be 350% magnified (also happens at 200%).
