make serve_vulcanized does not work anymore after Polymer 2.0 update

Bisected to a64669305965f5202758d0d3939a82ed66f54e0d.

When I "make serve_vulcanized" or try to deploy to staging I get:

error:   Promise rejection: Error: ENOENT: no such file or directory, open '/usr/local/google/home/hablich/src/infra_internal/infra_internal/appengine/chromiumdash/third_party/bower_components/polymer/polymer.html'

I checked out infra_internal from scratch, now it works.
